KATHMANDU, March 8 - After much debate and protests surrounding pre-internship by students completing their MBBS in China, the Ministry of Health and Population has formed a task force to deal with the controversy.
Two days ago, the ministry formed a task force led by Secretary Bishnu Prasad Pundit. A task force team -- led by Dr. Dirgha Singh Bam and including a representative from the Medical Council -- is to visit China in a week.
According to Minister for Health and Population Giri Raj Mani Pokhrel, the team while in China will study the quality of medical education received by Nepali students. The team is also to discuss with the Chinese government the issue of pre-intersnship for Nepali students there.
The minister said pre-internship needs to take place under direct supervision of teachers who have taught the students. The health ministry is in a bind as the students have obtained no-objection letters from the Ministry of Education which do not categorically mention that students have to complete their pre-internship in China.
"We will make transitional arrangements for over 100 students who are already back in Nepal," said Minister Pokhrel. "This process will be complete by May."
In May 2007, the government took a decision prohibiting students switching from a medical college abroad to a hospital in Nepal for their pre-internship.
On February 6 this year the ministry had warned hospitals in the country not to take any new MBBS graduates from foreign countries for pre-internship. Parents and students then took to the street protesting the government's decision, pointing out that internship was not possible in China as Nepali interns cannot communicate in Chinese with hospital patients there. Protests continued until the government formed the task force.
According to the Nepal-China National Doctors' Parents' Association, about 400 Nepali students had completed their theoretical course in Chinese medical colleges by the end of 2007.
All these students did the medical courses in English as the medium and under self-financing. Those who do their courses in Chinese do not face any problem with pre-internship in China.
Those who go to China under government fellowships complete a one-year Chinese language course before starting their MBBS. Such students do the pre-internship also in China.

JUST SEE THE YESTERYEARS, GOVERNMENT WAS JUST SILENT AND WAS ACCEPTING SO CALLED PRE INTERN MEDICOS IN NEPAL AND EVEN THEY HAD NO HESITATION TO GIVE NO OBJECTION LETTER WHILE THEY WANTED TO STUDY IN CHINA. AND POOR MEDICAL STUDENTS ALSO WERE NOT INFORMED ABOUT ESSENTIALS OF CHINESE LANGUAGE REQUIRED IN MEDICINE AS EVERY NEPALESE STUDENTS IN CHINA WERE HAPPILY GOING BACK TO NEPAL FOR PRE INTERN. SO WHAT IS THIS? ALL OF A SUDDEN A NEW RULE COMES FROM NOWHERE AND JUST KEEPS BOTHERING COMMON PEOPLE.
WHAT CAN WE FUTURE DOCTORS EXPECT FROM OUR OWN COUNTRY WHICH JUST KEEPS NEGLECTING AND PLAYING WITH OUR FUTURE? WE ARE GOING TO BE DOCTORS SOONER OR LATER, BUT WHO WANTS TO SERVE WITH SUCH KIND OF SITUATION. TODAY THE GOVERNMENT SAY, YES YOU CAN WORK IN NEPAL AND THE VERY NEXT DAY THEY MIGHT BAN US. SO WHERE IS THE STABILITY? YES WHERE IS THE $%@# STABILITY? IF IT PERSISTS THEN YES MORE BRAIN DRAIN IS FOR SURE AND WHATEVER LEFT IN NEPAL WON'T MAKE NEPAL GO AHEAD. I BET ON THAT!
ANYWAY LET'S HOPE THAT THIS VISIT WILL BE POSITIVE AND YES IF THIS MESSAGE IS VIEWED BY RESPECTIVE MINISTRY OFFICIALS, PLEASE DON'T LET MEDICOS SUFFER ANYMORE. WE ARE HERE WITH OUR OWN EXPENSES SO JUST GIVE US A SAFE SHELTER WE CAN WORK FOR OUR COUNTRY AND COLLECT OUR INVESTMENT AS WELL. WE WILL SERVE OUR COUNTRY WITH PRIDE AND HONESTY THEN. YES WE WILL. I DON'T KNOW WHAT YOU WILL DO TO THOSE SCHOLARSHIP FELLOWS BUT SINCE THEY WERE TOTALLY ON GOVERNMENT EXPENSE DO EXPECT THEM TO SERVE REALLY DEVOTED TO THE NATION RATHER THAN US. I HOPE YOU UNDERSTAND WHAT I AM WRITING.
OK SO ONCE AGAIN I APPRECIATE THE GOVERNMENT OFFICIALS AND WOULD LIKE TO THANK YOU. PLEASE COME UP WITH PROPER DECISIONS WHERE ALL THE NEPALESE STUDENTS STUDYING IN CHINA WON'T HAVE TO FACE SUCH CONFLICTS AND PROBLEMS IN COMING DAYS AHEAD.
