New cases in Pous 2064, HIV = 175, AIDS = 26, Death = 2. HIV rate is very high in Housewives than sex workers in Nepal ! ! ! HIV status in Nepal till 2005: Total Adult=70000, Adult Prevalence (15-49)=0.55%, Number of Women (15-49) LWHA=15,310 (22%), HIV Prevalence rate in IDUs=32.7%, HIV prevalence rate in sex worker=3.8%, HIV prevalence rate in client of SW=2.1%. The latest U.N. report shows that 65 million people have been infected with HIV since it was first identified 25 years ago. Twenty five million people have died of AIDS.

Organizational Setting

Under the overall supervision of the Deputy Representative, the
National Programme Officer (NPO) will be primarily responsible for
strengthening UNFPA's intervention in HIV/AIDS. The NPO will be
responsible for programme development and management and for
providing technical assistance to UNFPA supported programmes.

The NPO will contribute to the national and state level policy
discussions to ensure that prevention of HIV is given a priority. The
NPO will coordinate with the relevant ministries, the National Aids
Council, other UN agencies and relevant partners to ensure a joint
response. The NPO will interface with the State Offices and other
Programme Officers in defining, coordinating and providing high level
technical input in the area of HIV.

Main tasks and responsibilities

Provide overall leadership and substantive inputs into the design
and formulation of the UNFPA Programme in the area of HIV/AIDS
prevention

Provide strategic guidance for the strengthening of HIV prevention
in India.

Prepare policy documents and position papers for the guidance of
UNFPA's intervention in HIV/AIDS

Serve in High Level Technical Committees on HIV/AIDS and provide
evidence based technical input

Build Institutional capacity in UNFPA and within central
ministries, state departments and agencies to address HIV/AIDS.

Design innovative activities to strengthen UNFPA's intervention in
HIV/AIDS prevention and oversee integration of HIV in all UNFPA's
annual workplans.

Apply results based programme development and draw effectively on
monitoring and evaluation results to ensure quality of UNFPA's
programme

Build Strategic alliances and partnerships for HIV prevention and
leverage the resources of national governments and partners for HIV
interventions

Document best practices and lessons learned. Create organizational
knowledge by evaluating programs and design research where relevant.

MINIMUM QUALIFICATIONS AND EXPERIENCE

Masters in Medicine or PhD in Social Sciences; proven technical
knowledge in Reproductive Health (RH) and HIV/AIDS areas.

Minimum 10 years of professional experience of which at least 5
years in the area of HIV/AIDS. Proven experience in programme
planning and management. Proven ability to work with government
departments and partners and coordinate joint interventions.

The incumbent should have a significant understanding of the
national HIV/AIDS programme functioning of government, bilateral and
multilateral agencies.

Full proficiency in English (including excellent writing and
communication skills), knowledge of one of the official Indian
language

Proficiency in current software applications
