New cases in Pous 2064, HIV = 175, AIDS = 26, Death = 2. HIV rate is very high in Housewives than sex workers in Nepal ! ! ! HIV status in Nepal till 2005: Total Adult=70000, Adult Prevalence (15-49)=0.55%, Number of Women (15-49) LWHA=15,310 (22%), HIV Prevalence rate in IDUs=32.7%, HIV prevalence rate in sex worker=3.8%, HIV prevalence rate in client of SW=2.1%. The latest U.N. report shows that 65 million people have been infected with HIV since it was first identified 25 years ago. Twenty five million people have died of AIDS.

This vacancy is open to applicants of either sex. Preferences will be given to equally qualified women candidates. Women who have been working with UN System (agencies administered by UNDP) for at least three years under any type of contract will be considered as internal candidates, subject their fulfillment of essential qualifications.


Background:

UNAIDS India country office supports the national response to the HIV epidemic in India through the strengthening of the technical and managerial capacities and enabling access to essential resources. Phase III of the National AIDS Control Programme, launched recently, and focuses on strengthened communication response as key to synergistic delivery of programme outcomes towards mitigation of the HIV epidemic.

The pivotal role of communication has been signified in the creation of a Technical Resource Group on Communication to coordinate the communication responses within the ambit of NACP-III programme architecture.

UNAIDS as a key stakeholder in the national HIV response partnership, provides technical leadership for developing appropriate communication strategies, communication products and fostering an effective communication audit for putting in place a coordinated communication response.

Over the last three years, UNAIDS has made significant contributions to the national response in the areas of communication strategization, media management, IEC training, usage of web and new media and application of folk and traditional media.

In order to consolidate these gains and continue providing the high-quality technical support, UNAIDS is looking for a Communication Officer at the NO-B level, for carrying out the following roles and responsibilities.

Duties and Responsibilities:

The candidate will be required to undertake the following under the supervision of the UNAIDS Country Coordinator:
  • <LI style="TEXT-ALIGN: justify">Support the UNAIDS Country Office in developing and implementing communication strategies for reaching out to the internal and external audiences. <LI style="TEXT-ALIGN: justify">Provide Technical leadership for the national HIV Communication partnership for providing continued support and guidance. <LI style="TEXT-ALIGN: justify">Participate in the development and execution of the Behavior Change Communication Strategies and products for facilitating conducive environment for behavior change among different audiences. <LI style="TEXT-ALIGN: justify">Undertake media management activities to facilitate smooth flow of information to the Headquarters, Regional Office, NACO and the UNAIDS Cosponsors. <LI style="TEXT-ALIGN: justify">Act as the Webmaster for UNAIDS India website and liaise with UNAIDS HQs for maintaining currency in terms of data, technical guidelines and publishing benchmarks. <LI style="TEXT-ALIGN: justify">Provide support for drafting speeches and mainstream articles for the UNAIDS Country Coordinator for disseminating the UNAIDS vision and commitment to the national audiences. <LI style="TEXT-ALIGN: justify">Liaise with the media for putting the HIV response on the media-scape through strategic positioning at the national, regional and local level. <LI style="TEXT-ALIGN: justify">Participate in the development of Workplan and ensure quality delivery of the workplan. <LI style="TEXT-ALIGN: justify">Develop presentations, multi-media and print products as required by the Country office to package the progress and achievements of the UNAIDS Country office.
  • Any other duty as delegated by the UCC.
Educational Qualifications:

·Masters in Mass media, Communication, Journalism, or equivalent.

Experience:

·At least 2-3 years of post masters experience in Communication in a broadcasting or Journalistic organization.
  • <LI style="TEXT-ALIGN: justify">Understanding of the HIV epidemic with considerable published or broadcasted body of work.
  • The incumbent should have a good understanding of the national response and national AIDS Control Programme.
Knowledge and Skills:
  • <LI style="TEXT-ALIGN: justify">Excellent writing skills of contemporary international journalistic standards. <LI style="TEXT-ALIGN: justify">Communication and facilitation skills. <LI style="TEXT-ALIGN: justify">Breadth of judgment for leveraging appropriate opportunities for strengthening communication responses. <LI style="TEXT-ALIGN: justify">Knowledge of Indian and International media with proven record of accomplishment. <LI style="TEXT-ALIGN: justify">Conversant with media production techniques and application of media methods. <LI style="TEXT-ALIGN: justify">Experience of Internet-based communication and engagement of new communication technologies.
  • Excellent computer skills and experience in usage of graphic packages.
Languages:

·Excellent knowledge of English, both written and spoken. Good knowledge of Hindi is desirable.
