weak and shameless policy of government of nepal

The policy of our government regarding medical study in china is very weak and shameless.There are no proper rules and regulation for students studying medical in china and those which were made are also not implemented properly.The problems faced by nepalese students studying in china due to governments weakness are as follows.
1.The ministry of education don,t take any valid information about the medical institution before providing NO OBJECTION LETTER to students like whether it is who recognized or not,about the course of syllabus,minimum requirements to provide quality education etc
due to this many nepalese students are facing problem regarding their WHO certified certificates,course of syllabus,quality education etc
2 so our governments should investigate the medical institution before sending students in that college . whether it is who recognized or not,about its course of syllabus,its education standard.
3There should be policy of basic entrance exam
Basic entrance exam should be passed by students to study in foriegn country conducted by government
4Government should permit the students to study in those selected medical intitution which are investigated by government personel
5The consultancy which are opened just to make money should be banned coz consultancy is the main source of problem
6The problems regarding students of china is not emphasized by embassy of nepal so the way must be changed.till now many students are faked and many students are still in problem then why this nepalese embassy don,t take any legal action to those consultancy and chinese universities
