Scholarship Nepal Ministry of Education (MOE)
The His Majesty's Government has the policy mandatory to allocate the 10% seats to the Ministry of Education (Scholarship) for every Medical College inside Nepal if it is conducted by the Nepalese Nationals. The allocation will be 20% if it is run by the foreign Nationals. So the easiest way to calculate the number of seats available is to count the Number of Private Medical Colleges in Nepal and find their Total enrollment per year. Then calculate the 10% of the total seats if is run by the Nepalese Nationals and 20% if it is run by the Foreign Nationals. The total outcome is the number of scholarship seats that Ministry of Education yearly sends from the Entrance it conducts. The Ministry of Education conducts the Entrance Exam twice a year in the interval of Six months. The two shifts are for:

Abroad
These are the Medical seats available from different countries. They send the students to their respective countries to study Medicine. The selection criteria differ with the country and their Embassies. Some of the Embassies simply ask the name of the qualified candidates from the Government of Nepal (Bangladesh Embassy, Pakistan Embassy) while others take the Entrance Examinations by themselves (Indian Embassy , Japanese Embassy). So the number of scholarship seats available from the Ministry of Education includes the abroad seats of Embassies that ask Government of Nepal to give them list of qualified students (Bangladesh Embassy, Pakistan Embassy)
Indian Embassy : 8-10
Pakistan Embassy : 5-10
Bangladesh Embassy : 8
Japanese Embassy : 1-2
Others (Chinese Embassy, Russia ) : ~ 5
NB: Indian Embassy, Pakistan Embassy and Japanese Embassy conduct their own Entrance Examination according to the criteria set by them. So, you have to apply accordingly and sit for the separate Entrance Examinations. The Bangladesh Embassy asks Ministry of Education to give the list of qualified candidates. So, the candidates who have appeared the Entrance Examination of MOE and are in the merit list can apply for the Bangladesh Embassy when they call for.

B. P. Koirala Institute of Health Sciences
This is an autonomous institute established jointly by India and Nepal. This is university already and runs entrance examinations itself for the students it needs. So the entrance examinations for the full scholarship and paying are conducted on the July First of each year.
There is Partially Subsidized Tuition Fee Scheme (PSTFS). Under this scheme, they have allotted 23 seats for Nepalese Nationals in 2003 but it vary from 20-25.
Total seats 20-25
NB: Here we have given the maximum number of seats for the non-scholarship quota. This does not mean that all the seats are for allocated for Nepalese citizen. Around >30-40% of the paying seats are fulfilled by the Foreign students especially from India. Foreign student from all over the world can apply for the admission in these colleges.
Basically 10% of the total seats in the medical college is given to the MOE candidates if the college is run by Nepali citizen and 20% if college is run by foreign citizen so accordingly you can calculate the no. of seats available in the medical colleges for e.g. KMC is run by Nepali Citizen and total no of intake per year is 100 therefore 10% i.e. 10 seats is given to MOE students the rest of 90 seats is left for non- scholarship quota.

Abroad
As far as the Non-scholarship/Paying category of the Medical seats are concerned, there is no system to monitor in Nepal. So, the number of seats depends upon how many students are enrolling in the Colleges of the following countries. Formerly, it used to be Russia, Bangladesh, Pakistan, Philippines and India. The tuition fees in India is costlier than any the rest of the country listed below Initially Russia was very much popular but now a days it has lost its charm. As Russia used to enrolled the students even from the S.L.C. that caused a lot problem in Nepal. Especially Nepal Medical Council (NMC) is taking it very seriously so if you want to go Russia please contact NMC. But the recent trend has drifted to China.
The Private Medical Colleges that boomed post-democratic era of Nepal have done tremendous job to hold the students and foreign currency inside Nepal. The large number of interested, capable of paying fees and of course qualified candidates have been given chance to study at their door steps. Unfortunately, the private colleges are also targeting the foreign students especially from India. Now, it is also getting tougher to get admission in some of the Private Medical Colleges because they are getting better day by day in terms of quality.
The other possibilities is Bangladesh. Still, few students for undergraduate and few for Postgraduate are enrolling there. But recent trend is going down. So with that of Pakistan, Philippines yes, very less trendy and now that too seems stepped over by the China.
To get the admission in the above countries, please go through the daily news papers and contact consultancies.
Before choosing any medical college please go into the detail facts of the college, make sure it has standard medical education system so that you don't have to regret it after five and half year. It is better to take wise decision now than to regret later on. Simply don't... don't.... don't.... don't go for medical seat. Don't ever compromise medical seats with your future you can do better in other fields than having a life long pain. Because you won't get your moment back.
