for the 2003 batch and onwards........ I am not sure I guess they will allow the preinternship and internship.

Preinternship period is about a year. I don't know whether Govt. hospital will allow to do their reinternship in Nepal for foreighner or not I haven't heard before best would be to contact the hospital by themelves.

There is no hard and fast criteria for preinternship you will have to submit the documents.

As far as i know, preinternship and internship are open for foreign nepalese graduates in government and private hospitals of nepal for other batches also. So don't worry about that. ( Tara for graduates from pakistan and bangladesh , u have to confirm it )
