Well this question seems easy but hard to answer. Although IV is fast route of drug administration, it doesn't mean the effect is fast. IV drugs can cure only those disease where there is vascular connection.For example if there is abscess formation, it is not possible for drugs to reach inside and completely kill pathogens. Surgery is a part of the treatment. Aerosol medication directly inhaled and act promptly relieving the symptoms. For example asthma medications. Likewise other routes have fast effect too.
So I think IV can be a best choice in Single best choice in general, but if there is specific disease mentioned then we should consider the pharmacodynamics and pharmakokinetcs of drug since the same drug can be given through different route and different concentration with different effect.

Not that easy.

Generally for systemic effect - IV
Many cases - topical, like topical antibiotics better in eye infection than IV, and there are so many other examples.
Inhalation - best route for many bronchodilators. ..
Laxatives . . U wont want to give them IV.
