Graduate 06, I also had a similiar incidence. I was on night duty about a year ago when 2 men were brought by 3 policemen for "MaPaSe" certificate (that's what the police say, meaning Madak Padartha Sewan). No doubt, the 2 were drunk, but to my surprise, all the 3 policemen were also had alcoholic odour. I told the inspector, if I am to make a Ma Pa Se certificate for these 2 men, I will have to make for you 3 also. Embarassed, the 2 were taken away by the police (maybe to Birendra Police Hospital !!!)
