Well its a good idea to implement the rule but Government should provide a good facilities and a good salary for the MOE students so that they can work in the remote area being tension free.

But if the MOE students compete USMLE then they should be allowed to go under one provision that they have to return back and serve the country for two years as if someone competes then he/she should be allowed to go as one can't miss this opportunity.

I agree that MOE students should go to remote area but only MOE students going to remote areas can't improve the health situation a lot as many doctors are required in the remote areas. Its the duty of all to serve the nation and so even those studying in self should also try their best to improve the health situation of remote areas.
