it's damn good idea to bring such rule infront provided it should be implanted strictly.
In this text i'm concern about them who has finished his/her study on government money but when time comes up to serve the country then they just ignore it and escape to another country to serve there.
To go aboroad, to learn from there, to extract their technology itself is a good thing but to serve their country men is their prime Duty. after finishing 2 yrs service period another freshers will replace their position and then they can persue their higher academics no matter it will be from US,UK,Aus, or Heaven.....
And i'm sure that even if present schlorship HOLDERS dont obey this rule then it will be very difficult for upcoming schlorship holders coz of complexity of MOH rule for them.
