This issue is a really serious one and is getting its due attention in xenomed which is quite commendable.I would also like to share my view on this.

Seeing this problem in a historical perspective, all the old doctors who laid the foundation of medicine in this country were trained abroad. And mostly in russia. From Dr.Bhagwan Koirala to many many others, then why is this thing troubling people now? This whole issue started when the medical council announced that they wont let those people who studied in russia without doing +2, practice in Nepal. They fought in the court and won and are practicing now.
But that issue divided the medical fraternity here and it was helped by the fact that some of the graduates really had poor knowledge of medicine, please dont mind my words,i have nothing against anyone,i know most of them and have worked with them and hence i know it.In the mean time they were working with people who passed out from Bangladesh,Nepal who seemed better. Many of the russian grads(as interns) i worked with, were absent most of the times may be because they felt bad as the seniors compared them with other students which is really not good and hence were lagging behind more and more.
I felt that there were faults in two places. One Drs should not have expected foreign grads to be immediately well versed in nepali conditions and english books. The other problem was there were some drs who did not study at all during their medical school and defamed their whole lot.One of the interns in my unit used to say with us "I spent 6 yrs in russia drinking vodka and ba**ing russian girls".This is how some guys projected themselves and seemed to be proud of it.
There were russian grads who wanted to learn more.I had friends who said it was difficult to comprehend to them because they know so little in english so they used to study most of the times. They used to ask us which books to follow and all that and many of them made significant progress. There was one guy in surgery who mastered bailey and love and even the consultants were scared to ask questions to him.But sadly that was not the case for the majority.

I have to say, that batch gave a bad name to russian grads,i have not worked with recent graduates so i cannot say anything about them. But
whatever the reason generalization never works, each individual is different and hence are his/her capabilities.

Medical council is for all the Drs of this country regardless of where he/she studied so the medical council should not be biased and try create more learning oppertunities for the foreign grads so that they can be aquainted with the conditions here.

Lastly i just want to say to all the foreign graduate friends that, rather than blaming anyone else, please study hard, study english books(if u are not doing it already) and show your knowledge in the rounds .Get seats in the post grad entrance exams(TUTH,BPKIHS),do well in USMLE or any other competitive exam, thats the best way to answer the critics.Friends in Xenomed are there to help you if need be.We are all Nepalese and then drs and then only graduates from different countries. Our goal is same(to serve our people) and the path is same,so prepare yourselves better because you have this language barrier to break and make those cynical seniors praise you in the future.Best of luck friends.
