| new govt regulation for fresh medical graduates -

i guess many have read in news paper about a new regulation being prepared by the govt (MoE, MoH, NMC together) which makes it compulsory for FRESH medical graduates who have studied under govt scholarship or in govt medical colleges to serve for at least two years in govt institutions(in rural areas)
what use is this rule of when there is already a law which has this provision for FIVE years (provided the govt gives employement within 1 yr of graduation) in the scholarship act 2021 BS
there is another provision which requires at least 1 yr work expreience in a tertiary care hospital before applying for PG seats in certain colleges
what effect could this three yr have in the carrier of a student
moreover what is the significance of the word FRESH GRADUATES? nd why not the old ones
i believe that all of us hav responsibility towards the nation nd we sud serve the people
but 2+1 years cud be a big thing
nd i also believe that those OLD GRADUATES shud be the first to serve nd there shud be no discrimination for only the new ones
most importantly what i believe is: this new regulation is never going to be implemented as was the case with the old one. coz those in charge r the same lousy old graduates
