It might be a good idea to try to contain the scholarship holders for the benefit of the country. But the rule should not just be applied for those with scholarships from the Ministry of Education but also should include the graduates from IOM and BPKIHS. Afterall Government assistance (i.e. the general people's money in the form of tax) goes to them. Furthermore, the government should take strong initiatives to send the doctors into the government job. A basic setup and facilities must be defined at the work station.
