Hi Rup,
I would rather recommend you Germany, means to learn german than other, not only because, once you speak german you have more choices than anything else in europe. It is spoken by most of europeans and in 3 countries as official language, Austria and Switzerland beside Germany. So that you can try in these three countries.

PG in Medicine are not popular here, you will hardly find any result in net search. This also means that you will not be taking a PG course, but rather you will be working in definite departments to get a particular specialization.

This means you need a license to practise first. To get a license you must speak fluent german and your bachelor's degree must be acknowledged by the federal medical chamber.
If you want to work in a university Hospital, you must have done dissertation. Otherwise it is not much essential however preffered.
