first of all this is not a stupid question, this is a very good question and relevant too.

1. u can give usmle any time after joining a medical college no matter which year you are in.

2. actual requirement for applying usmle is you should be a medical student and your medical school should have been listed in the WHO medical school list thats all.

3. u don't need to be in the final year or in an intern for usmle exam, i repeat it again, u can give usmle exam anytime after joining a medical college.

4. yes, it is better to have your internship in nepal, after all you will be practicing here after your graduation.
